The Province of Tbilisi Under the Rule of Tsarist Russia (1878-1914)

On May 22th 2017, Center for Turkish Studies will host Mustafa Tanrıverdi* under the diskussions theses-articles. Tanrıverdi will deliver a speech about “The province of tbilisi under the rule of tsarist russia (1878-1914)”** based on his thesis.***

The province of Tbilisi in the Tsarist Russia is located in present day Georgia. Given its demographic make-up, the province was one of the regions that had witnessed rapid social changes across the Caucasus. Particularly, the city of Tbilisi, with a multi-ethnic population, embodied the qualities of the Russian imperial polity. Standing in the center of the province was the city of Tbilisi which was also the setting where Russia administered the entire Caucasus. The city featured important imperial administrative institutions such as the Office of the Governor-General for Caucasus and the Supreme Command for Caucasus. The developments in the late 19th and early 20th century held important ramifications not only for Caucasus but for the Ottoman Empire and Iran as well. The political developments in the region were not only significant for the future of the Tsarist Russia but also had clear domestic implications for the Ottoman Empire. The Ottoman state, deeply invested in the political and social transformations in the province of Tbilisi, monitored the regional developments through the Consulate General in Tbilisi. Through an analysis of major primary sources, this dissertation assesses the administrative, social, and economic characteristics in the province of Tbilisi from 1878 to 1914 by placing the region within the broader historical context mentioned above.
